This chapter highlights activists as the key component of analysis by examining how their biographical profile influenced the repertoire of organizational modes, tactics, and issue choices in changing institutional settings. Activists’ changing biographical profile will emerge as the key element accounting for the trajectory of the women’s movement, which in turn explains the difference between the women’s movement and the labor and environmental movements. Compared to activists in the labor and environmental movements, women’s movement activists had more education, a distinctive ethnic composition, and low politicization prior to entering the movement. These characteristics and the attendant changes in demographic profile influenced women’s choice of organizational action repertoire, tactics, and issues and their interaction with changing political opportunity structures, thereby bringing significant institutional changes.
